Intelligent City Maturity Model and Performance Assessment Oriented

New Generation of Information Technology Industry

Abstract

In post-crisis era, the focus of urban information technology application has breakthrough the informatization for industry and government management, more emphasizing on the applications of new generation of IT in urban fine and intelligent management, so Intelligent City is the main direction of the urban informatization. However, some of the investment is blind and Ill-considered in the construction of Intelligent City. The large number of investment does not enhance the city value synchronously. Based on the comprehensive theory research on the characters of Intelligent City Maturity Model, the program will reveal the intrinsic value of accelerating the cultivating and developing a new generation of IT industry, construct the multidimensional value system of Intelligent City oriented for the new generation of IT industry, make case study of relations between maturity of Intelligent City and new generation of IT industry based on structural equation modeling method (SEM). On this basis, the concept model of Intelligent City will be design for the value chain analysis oriented the new generation of IT industry, provides decision support for Intelligent City solution based on scale and industries, provides effective guidance and reference for the industrial transformation and upgrading of Chinese Intelligent City.

1. Introduction

The law of economic development of the world shows that the arrival of the crisis often triggers massive technological changes. The global financial crisis in 2008 has driven the third information technology revolution at the core of the Internet of things and cloud computing. In "Post Crisis Era", China is in a crucial period of industrial upgrading and transformation, a new generation of information technology industry as the main force of strategic emerging industry, an important support technology is an emerging industry of strategic importance, is the focus of the development of strategic emerging industry, have important strategic significance for Chinese industrial upgrading. Intelligent City,in the background of a new generation of information technology and the development of knowledge economy, is a new mode of development city which is based on the Internet, the Internet of things, the telecommunications network, radio and television network, wireless broadband. The United States and Europe, Japan and South Korea and other developed countries strive to smart city to cultivate a new generation of information technology industry, to seize the commanding point of science and technology and industrial development in the future. The overall size of the new generation of information industry in China is smaller, part of the industrial level is low, the industry chain is not complete, the core technology is less, and the industrial key technology should to be a breakthrough. How to use the wisdom city construction to accelerate the cultivation and development of a new generation of information technology industry, the overall innovation ability and the level of development catch up with advanced world level, is the urgent need to study and solve the problem. New generation of information technology has broken through the technical bottleneck of traditional urban informatization, and the intelligent city has also broken the restriction of traditional industry. In the period of "Twelfth Five Year Plan" ,Beijing, Shanghai, Shenzhen, Wuhan, Ningbo and so on more than twenty cities introduced intelligent city construction plan, three nets fusion, new generation of mobile communication system, the next generation of the Internet core equipment, intelligent terminal, Internet of things applications, cloud computing Center projects. But, at home and abroad for wisdom city theory research, especially on the mode of development, research on the problem of the maturity model and performance evaluation is very limited. For the construction of intelligent city, because of the difference of each city's connotation, scale, industrial layout and informatization maturity, doomed to model different wisdom city

construction. How to build smart city suit one's measure to local conditions requires a smart city best practice models for reference. The wisdom city should include the key elements of framework, the construction guidelines for the city from messy, immature to mature and standardized, and a performance evaluation for a new generation of technology industry development standard. In order to research the influence of the wisdom of the city from the theory and practice of maturity on the cultivation and development of a new generation of information technology industry, on the basis of design for the new generation of information technology industry wisdom City maturity model, and the path selection and performance evaluation, we select the topic named 'Intelligent City Maturity Model and Performance Assessment Oriented New Generation of Information Technology Industry' for systematic study.

On the one hand,the research of the project will expand the field of research, the research on intelligent city extends from focusing on the macro level to the micro level study research, expanding from the study focused on the technical perspective to study from the perspective of industry of city, respectively from the wisdom and a new generation of information technology industry to expand in the organic combination of wisdom and the new city generation of information technology industry, meaning that the changing of wisdom and the pursuit of sustainable development of city smart city together, is conducive to the formation of wisdom city theory research for new generation information technology industry system, construct a new generation of information technology industry wisdom City maturity model(Intelligent City Maturity Model Oriented New Generation of Information Technology Industry,NIT-ICMM). At the same time, it is also conducive to enrich and perfect the theory and method of investment decision and performance evaluation system of smart city, structured description of NIT-ICMM, for the wisdom city path selection based on different types of city to lay the theoretical foundation.

The application for the research results of the project,is conducive to the micro foundation of the national economy and urbanization, informatization and industrialization process from a macro, accelerate the pace of implementation to the development of a new generation of information technology industry as the target of wisdom City, look for the "integration of the three" micro realization way, realize the combination of city and strategic wisdom emerging industries at the same time. 2. Background

"A new generation of information technology industry" which is proposed explicitly in China's "Twelfth Five Year Plan" is the strategic emerging industry. A new generation of information technology industry compared with traditional information industry which has a background of technical factors is very complex and social economy. Information industry comes from "knowledge industry" which is put forward by American scholar F Mark Lupu. He analyzed the mechanism of knowledge production, and calculated the proportion of American knowledge industry. Machlup called "intellectual property" is actually the most of what economists call "information industry". Mark Porat (1977) took in Mark Lu Pu's theory as the foundation, and absorbed the Daniel Baird "on the thinking of" postindustrial society, separated the information and the information activity in the first, second, third industry to form an independent information industry, also is what people called "the fourth industry", and calculated the information industry quantitatively in America. Quantitative analysis and Research on information industry by Porat aroused widespread concern and attention of people, and is widely used in the research of scholars. While the global 2008 outbreak of the financial crisis, driven by mobile network, broadband network, Internet of things, cloud computing, information integration as the core of the third information technology revolution. The authority of the U.S. advisory body FORRESTER predicts that by 2020, the world of things Internet business, compared with everybody communication business, will reach 30:1. So the Internet of things is called under a one trillion industry, far larger than the computer, Internet, mobile communication. Therefore, in the background of accelerating new generation of information technology and the development of knowledge economy, with the Internet, the Internet of things, the telecommunications network, radio and television network, wireless broadband network combination based on information technology, highly integrated, comprehensive application of information resources as the main feature, the wisdom city was born as a new pattern of urban development with wisdom technology, wisdom industry, service, management, wisdom life as an important part of the city. Similar to the one in a specific area of a city's ability and

wisdom, is gradually gaining and growth. If the process of the development of a person in the field to get a good guide, then he will continue to achieve a set of goals, become mature, otherwise it may be blind, more and more far away from their target, even diametrically opposed. Informatization construction of a city also need a good guide, smart city maturity model is such a guide, it experiences and lessons at home and abroad the wisdom of urban construction as the foundation, mature provides effective steps and framework for smart city continued to. Because the maturity theory and practical wisdom city evaluation mainly comes from the wisdom of urban construction, and the wisdom of urban construction too long, the related theory is not yet mature, practice to be accumulated, relevant research is also very limited. Research on evaluation index system of urban construction wisdom has just started; therefore, the research of intelligent city mature model is imperative. Smart city includes huge investment of Urban Informatization (only the city of Ningbo is as high as 47.5 billion yuan), plays a decisive role in speeding up the cultivation and development of industry in the new generation of information technology. Foreign scholars have done a lot of research on the investment value of information, Henry C.Lucas (1999) thinks, not all of the information technology investment should have a measurable return on investment, can bring value to the organization, even if not very obvious financial returns. Kathy Schwalbe (1999) evaluated IT investment project on the financial index angle, had done more systematic study of the application of internal rate of return, net present value, the payback period of investment and other financial indicators in the evaluation of investment project in IT. In the heat of informatization investment domestic cities, many cities although showed great enthusiasm, however, for the informatization effect judgment, many people still recognized the existence of some plausible, that wisdom city just foreign IT firms to emerge from the financial crisis is a "commercial trap", "great input, output is very small, but neglected the law of economic development of the world. The arrival of the crisis often trigger massive technological changes, each such technical change is caused between the enterprise, industry and even the national competition major upheaval and change. According to the Ministry of industry and forecast, by 2015 China's IOT market scale will exceed 5 hundred billion yuan; in 2020 will reach 1 trillion yuan, the next 5 years CAGR (compound annual growth rate of more than 30%). Without a doubt, wisdom city will is a great carrier pregnant thing such as a new generation of information technology industry. Based on the analysis of the research background and the research present situation and the limitation, this paper puts forward the proposition based on the new generation of information technology industry wisdom city maturity model, systematic study on the characteristics of NIT-ICMM and wisdom in urban construction type, connotation, value system and performance evaluation and other issues in order to provide decision basis, make analysis tool for implementation of the strategic emerging industry oriented Smart City.

This project studies the new generation of information technology industry wisdom city is different from the usual about E-government and urban informatization construction, refers to cultivate the wisdom of urban construction of a new generation of information technology industry as the target, including the introduction and implementation of a new generation of mobile communication, the next generation of the Internet core equipment and intelligent terminal, network convergence, IOT applications, cloud computing center city information integration system, in response to the national requirements on accelerating the fostering and development of strategic emerging industries. Analysis of the project of wisdom City maturity model is not only different from city informatization investment decision, and is different from the currently widespread attention to the city informatization of soft, hardware analysis, the work but is opposite to a new generation of information technology industry wisdom city prior to the implementation of an integrated optimization, maturity model construction for a new generation information technology industry city of wisdom.

3. Value analysis of intelligent city

This project is based on grasping the wisdom city features, analysis for new generation information technology industry wisdom City maturity model, from the point of view of wisdom city reveals the intrinsic value, research the relationship between new generation information technology industry wisdom City maturity and promotion of industry, and then choose wisdom City Industrial Upgrading Paths based on the industrial upgrading. The research contents include the following aspects:

3.1 Definition of study category

Based on the concept and connotation of wisdom city system of value analysis, this paper put forward the wisdom City maturity model and performance evaluation method based on (as shown in Figure 1), the research category of the project is defined in speeding up the cultivation and development of a new generation of information technology industry wisdom city activities and performance evaluation, implementation of concept the framework, key, not the specific wisdom City solutions, nor the city information technology in general, but the connotation changing wisdom city and future to promote economic development of strategic emerging industries combine. On this basis, this paper researches the new generation information technology industry wisdom City maturity model.

3.2 Value analysis of intelligent city oriented a new generation of information technology industry

3.2.1 Synergistic effect of wisdom city oriented new generation information technology industry Generally, the synergy effect in emerging industries of strategic importance to deploy, inner city to achieve the overall coordination, by the functional coupling each industry within the city and become wisdom industry overall function, it is far beyond the industry and urban function. If the city is seen as a system, it must exchange outside and system environment continue to matter, energy and information, and constantly adjust them to keep the balance of the whole system. Therefore, it is necessary to pursuit the synergistic effect with the outside for the city.

information technology solutions and the urban internal industries,and then produce the synergistic effect, improve the cooperative competitiveness of industry. Based on this understanding, this project will study systematically the synergistic effect between application system of wisdom city based on a new generation of information technology,wisdom city construction and management reform of synergy and wisdom city industry,provide analytical precondition for value analysis of wisdom city.

3.2.2 Value system of wisdom city oriented new generation of information technology industry

The value of wisdom city mainly refers to the industrial city informatization of urban upgrading effect. In the environment of wisdom urban,it improves the urban informatization maturity further, takes great changes in the value chain structure of various industrial activities. Wisdom city industrial upgrading has not only limited created in the information industry value chain value with value chain theory, also should be extended to the entire value chain city of wisdom, to care for influence of value chain of wisdom city of advanced manufacturing industry of modern service industry value chain, value chain and value chain competitors such as residents, and thus brought about by the industrial upgrading. The value of wisdom city includes five aspects of core value, value transfer, and residents of value, value and added value. This project will analyze the value system of the smart city systemically and theoretically, offer decision guidance for the selection of wisdom City maturity model.

(1) Analysis of the core value: Core value of wisdom city is derived from the value created by core industry value

chain in the structure of industry value chain. That is built on the city process reengineering based on wisdom City, make the value chain structure with a new generation of information technology industry changes, the resulting profit increasing returns, reduce the operation cost, management cost to reduce revenue income.

(2) Analysis of delivered value: Delivered value indicates that the value chain for a new generation of information

technology industry wisdom city makes the modern service industry as the core industry to improve, and then make the customer get the industrial upgrading. It includes the implicit value brought by the cooperative effect and the dominant value generated by increasing management efficiency.

(3) Analysis of residents’ value: the smart city based on the new generation of information technology is

propitious to improve the value chain structure of residents, improve residents' satisfaction and happiness index, own a large number of real and potential consumer groups, and then obtain the competitive advantage. The resulting value is the resident s consumption potential outbreak. Here, this paper will systemically research the people's livelihood, wisdom medical, wisdom transportation and resident consumption upgrading mechanism.

(4) Analysis of relative value: The intelligent city can make the core value chain industry than rivals more

optimization based on industry, enhance the competitive advantage, bring the relative competitors industrial upgrading for the industry, this is the relative value. Here, it will carry on the game analysis on the competitive advantage of the wisdom of the city for a new generation of information technology industry to prove the relative value for new generation information technology industry to demonstrate the wisdom of the city.

(5) Analysis of added value: The successful operation of Intelligent City, in addition to a new generation of

information technology industry, consumption potential of these key factors, the establishment of cooperative relationship but also with the advanced manufacturing industry, modern service industry, the only way to ensure coordination of the wisdom of urban operation. Intelligent City establish close value network between new generation of information technology industry and the others, thus bring industrial upgrading for the city. And this is called the added value. 3.2.3 Connotation analysis of wisdom city oriented new generation of information technology industry

From the view of city operation, wisdom city oriented new generation of information technology industry is an organization and institutions with constraints of resources and environment challenges and make the solution based on a new generation of information technology, the key of this project is successfully design a scientific the maturity model.
