世卫组织应加倍努力 保护人们不暴露在有毒物质中
WHO Should Work Harder to Protect People from Hazardous Substances
有明确证据显示,当前存在大规模的环境破坏的事实以及未来几年出现更多破坏的可能性,但世卫组织的预算只有极小一部分用于环境卫生。据联合国统计,每年估计有1,300万人的死亡和全球约四分之一的疾病负担与环境因素相关。污染同时还是中、低收入国家人民死亡的重要原因之一,其中在全球污染最严重环境中生活、工作的贫穷妇女和儿童受到的影响最为严重。
通塞克在声明中特别指出了环境污染对儿童及人类后世子孙所带来的不成比例的冲击,并提醒世卫组织会员国,几乎所有国家都有法律义务来实现儿童享有可达到的最高水准的健康权。他说,根据联合国环境署2012年发布的《全球化学品展望》和其他报告,未来全世界的污染可能出现激增。
通塞克警告称,鉴于污染对人权的影响,世卫组织为监督和预防有毒污染造成破坏而投入的工作量不成比例地低,并就此敦促该组织在全世界范围投入更多资源,保护人们免受有毒物污染的负面健康影响。
May 20, 2015, The UN Special Reporter on human rights and hazardous substances and wastes, Baskut Tuncak gave a statement in the Sixty-Eight World Health Assembly in Geneva, calling on that more efforts and resources should be invested worldwide to protect people from the negative effect of hazardous substances, and that WHO can play a more important and effective role to prevent the negative effect caused by pollution on health.
There is clear evidence that large-scale environmental damage exists at present and more damage can appear in the future several years, but only a small part of the budget of WHO is spent on environmental health. According to the statistics of UN, an estimated 13 million deaths and about one fourth of the diseases in the world are related to environmental factors. Pollution is also one of the main causes of the deaths of low-income and middle-income countries. Among them, the poor woman and children who live and work in the most polluted environment in the world suffer from the largest impact.
Baskut Tuncak pointed out in his statements that the disproportionate impact of environmental pollution on children and the future generations of humanity and reminded the member states of WHO that almost all the countries have legal obligation to realize that children could enjoy the rights of health of the highest standard. He said that according to the Global Chemicals Outlook and other reports, in the future the pollution of the world may increase sharply.
Baskut Tuncak warned that due to the impact of pollution to human rights, the efforts put in supervising and preventing hazardous pollution are disproportionately low in WHO, and he urged that WHO should put in more resources worldwide to prevent people from the negative effect of hazardous pollution.
