" 转型期社会的教育的不确定因素之一是：由于社会博弈难以达到均衡格局，故对教育的各种投入的预期难以达到均衡。例如，人们对‘小学老师’的（与社会其他群体相比而言的）收入水平沿时间的增长方案的预期是高度不确定的，而这种高度的不确定性导致了小学老师（经济学意义的）理性的时间配置方案－－－即时间在学校、个别学生及其家庭、自己的家庭、其它职业、个人消费活动、个人的人力资本投资、个人的精神发展（教堂、恋爱、审美活动）等等人生项目之间的最优配置，是高度不确定的。于是，小学教育作为人力资本生产过程将表现出‘不连续性’：投入的间断性，突发性，不稳定性，等等（劳凯声，2000；宋晓梦，2000）。深层心理学和教育心理学告诉我们，这种‘不连续性’对小学生的认知发展和道德发展可以产生灾难性影响。英国的”2000年教育基金“在递交给首相布莱尔的公开信中提出：应当把最优秀的人力资源和财力物力资源用于初等教育，因为儿童心理发展和认知科学的成果要求最优的资源配置（投入的密集程度）从初等教育向高等教育逐级递减（Abbott，1998；The Education Trust 2000，2000）。这也是各国推行‘小规模班级’运动的理由之一（US Department of Education，2000；ERIC，2000；《天津日报》，2000；HEROS，2000；Education World，2000a，2000b，2000c，2000d）。因此，教育过程的经济学问题必须以中国社会经济发展的整体过程为背景，此即教育经济学的‘问题意识’。
