　　The United States has been playing an important and active role in the international stage, shouldering the responsibilities for world stability and tranquility. Now the EU is facing a big challenge---European Refugee Crisis. It becomes more and more severe since Arab Spring, especially since the escalation of Syrian Civil War from 2014.As President Barack Obama said :”European Refugee Crisis is a global problem and the international community should hang together to face the challenge”. To encourage the international community tackle European Refugee Crisis actively, USA promises to receive 110thousand refugees in the next fiscal year. Besides, the Global refugee crisis summit was held on 20th september 2016 where USA called on leaders of 50 countries to provide $4.5 billion jointly to support refugees.

　　This issue has brought so many problems and is difficult to solve, so USA

　　proposes several points:

　　1. The European Union as well as Member States cannot turn a blind eye to the crisis. The best way is to set up a global frame for countries to share responsibility. Different countries should receive refugees based on its domestic condition.

　　2. To decrease the burden of European countries, other countries that are far from the European areas should help manage the flows of refugees, speed up the relocation of migrants and refugees to other member states. 3. To decrease the refugees from the root, the EU should try to maintain the world peace .for example, negotiate with Syria and other war-torn countries ,sign a peace agreement or cooperate with other countries to jointly stop the war.

　　4. To distinguish terrorists from refugees, USA proposes each European country examine refugees’ qualification strictly, strengthen border defense and set up a joint database of refugees’ identity information.

　　5. To solve the lack of finance for countries and UNHCR, USA has called on 50 countries to donate $4.5billion jointly. And till next year, the number of refugees received by the international community is expected to be 3,600,000.

　　6. For those refugees who come to Europe, there are mainly eight routines to Europe. To ensure that refugees can arrive at their destinations safely, USA advises European countries provide security guard to refugees on these eight routines. Also, USA is willing to protect these people.

　　7. Besides, the EU should develop more sustainable long-term programs involving improving social services, job opportunities and laws to help refugees become more independent.
