Abstract. Traffic Impact Assessment focuses on analysis and evaluation of the traffic flow generated by the proposed project impact on the road network in the future, through comparing the sections,intersection and other transportation infrastructure indexes such as traffic flow and road vehicle capacity, evaluate whether the traffic system can meet the increased traffic demand. In this paper, make the delay time and the road saturation as the evaluation index, studies the influence scope of the key signal intersection service level, in order to assess the impact of new projects on the signalized intersection. Cited Haikou province Hongzhou center as an example, based on the investigation of the traffic flow, calculate the time delay and road saturation to analyze the service level.

Introduction

Traffic impact assessment is to study the new projects or urban land use change impact on traffic. Its purpose is to analyze the scope and extent of the impact of the additional traffic demand affecting on the surrounding traffic environment , after the project is completed and put into use. It put forward countermeasures in a certain level of service to meet under the conditions to reduce the negative impact of the project to ease the pressure of traffic flow on the surrounding road traffic generated by the project. On this basis, this study put forward certain control measures and figured out a reasonable organization solution against related road. Among them, construction of traffic impact assessment of intersection within the project region is a most important item. It is worthy to research and explore continuously that how to analyze the change of the intersection before and after project completed in a quantitatively and intuitively way using the model and data and objectively and effectively put forward corresponding improvement proposal. Mostly urban intersection are signal control intersection. This paper analyzes the capacity, delay time and saturation of main signalized intersection to judge the level of service and the degree of influence on new projects.

Signalized intersection delay and saturation calculations

Signalized intersection delay calculation

Signalized intersection delay is an important indicator to evaluate the level of transport services and operational efficiency of Signalized intersection, which reflects not only the user pay the amount of time cost when through the signalized intersection, but also reflects the signalized intersection operating condition in the city road system . Signalized intersection operating in good condition, then the delay is low; otherwise high.

Signalized intersection saturation calculation

Signalized intersection saturation refers to the ratio of maximum amount of service traffic volume and traffic capacity, which is commonly referred to as V / C ratio, and also the main index to evaluate the intersection service level. If saturation exceeds 1.0, then the lane group oversaturated, and the intersection channelization design or timing design is not suitable for the current situation and planning requirements; if saturation is less than 1.0, it may also occur locally over time and space saturation.

Signalized Intersection Evaluation of Traffic Impact assessment

Based on the《Technical Standards of Traffic Impact analysis of Construction Projects(CJJ/T141—2010) 》,determination of signalized intersection service level of motor vehicle,should meets the requirements listed in Tab. 2-1.

Case

Project description

Hongzhou Center Area is located in Haikou City, the heart of Jinmao area, is a set of office, hotel, apartments, residential and commercial as one of the mixed type of public construction projects, with a total area of 28664.70 square meters, with a total area of 25477.28 square meters of construction. Hongzhou center construction project started in 2013, and is expected to be completed in 2015. According to《Technical Standards of Traffic Impact analysis of Construction Projects》(CJJ/T141—2010) requirements for the location of the project ,determine the focus impact range of the project: west to the Mingzhu Road, south to the Jinlong Road and Longhua Road, east to the Longkun north Road, north to the Binhai road. The range is shown in Figure 3-1.

Intersection situation of the project surrounding

Hongzhou center project has a total of 8 intersections, which is shown in Tab. 3-1.

Traffic volume analysis of the main signalized intersections around the project

Select a heavy traffic work day, using manual collection method take traffic investigation of intersections around the project area at morning rush hour (7:00 to 9:00) and evening peak (17:00 - 19:00). Select three signalized intersections near the project to analyze , the specific location shown in Figure 3-2, specifically: A intersection (Binhai Road - Yusha Road), B intersection (Jinmao Road - Yusha Road), C intersection (Longhua Road - longkun North road). The three intersections traffic volume shown in Tab. 3-2.

Key signalized intersections traffic demand forecast

The project period of traffic impact evaluation for normal use of first year and the normal use of fifth years. This paper argues that in 2013 the road network in the assessed area and present road network basically the same, therefore, 2018 for the project of traffic demand forecast target. The diagram of 3 intersections target year traffic volume of Fig. 3-3, Fig. 3-4 and Fig. 3-5, concrete results as shown in Tab. 3-3.

Service level evaluation of key signalized intersections

Respectively evaluate the service level of three signalized intersections. (1) A intersection(Binhai Road - Yusha Road)

Turning traffic volume of A intersection before and after the implementation of the project in 2018 is shown in Tab. 3-4 and Fig. 3-6 and Fig.3-7. In 2018, after the implementation of the project, the East entrance and south entrance flow increased significantly, the East entrance flow increases from 4530 to 5083, the East entrance of straight flow and of the left flow differ considerably from these figures, respectively 431 and 122 vehicles; South entrance flow increases from 1791 to 2089, the South entrance of right turning increase is larger, 253 vehicles.

By comparing the target year service level of A intersection before and after the implementation of project (as shown in table 3-5, using Synchro software to calculate,) the level of service in 2018 is for F, indicating that the project has no effect on the A intersection.

Turning traffic volume of B intersection before and after the implementation of the project in 2018 is shown in Tab. 3-6 and Fig. 3-8 and Fig.3-9. In 2018, after the implementation of the project, the WEST entrance traffic flow increased significantly, from 2763 to 3042, the west entrance traffic flow of left increase largely, 247 vehicles.
