2015年4月22日，重庆页岩气首条外输管道——涪陵区至石柱王场输气管道实现全线贯通。该管道始于重庆市涪陵区白涛工业园区，止于重庆市石柱县王场镇，与川气东送管道相连，管道途径重庆市涪陵区、丰都县、忠县、石柱县4个区、县，全长136.5公里，设计压力10兆帕，管径1016毫米，这是中国第一条大口径高压力页岩气外输管道。该管道设计输气量60亿立方米/年。总投资逾18亿元。工程于2014年8月15日打火开焊。

目前，江汉油田涪陵页岩气公司于4月初选取的焦页40号平台4口井正在进行提产试采，试验表明，地面管线以及设备能够满足高配产需求，为涪王管线投产后，页岩气安全、平稳、高效的外输奠定了基础。

据悉，中石化川气东送管道分公司今年计划依托涪陵至王场管道，输送页岩气30亿方，并在今后逐年上调页岩气供给量。

亚化咨询认为，页岩气外输工程作为整个川东南地区页岩气田开发配套工程，也是中国天然气管网的重要一环。涪陵至王场输气管道承担页岩气东输任务后，将缓解浙江、江苏、湖北等地的燃气供需矛盾，改善区域性能源结构、减少污染物排放，并实现页岩气开发效益的最大化，为中国页岩气资源商用起到示范作用。

另据悉，涪陵页岩气外输管道二期工程规划，于2017年以前建成由焦石坝气田至南川、丁山、仁怀的外输工程；远期考虑中石化贵州毕节煤制气项目进展，延伸二期工程管道至广西河池，与广西液化天然气管网相连。实现川气东送管道、页岩气外输管道、煤制气管网、LNG管网互相连通和多气源联网，从而完善川渝地区管网布局，提高供气调配灵活性，增加供气安全。

此外，重庆市政府于2015年3月颁布的《重庆页岩气产业发展规划（2015-2020）》对该市未来几年页岩气勘探开发和配套管网建设等做出了明确规划。在页岩气勘探开发方面，到2017年，累计投资600亿元，建成产能150亿方/年，产量100亿方/年；到2020年，累计投资1200亿元，建成产能300亿方/年，产量200亿方/年。在管网建设方面，到2017年，累计投资33亿元，建成页岩气输送管道8条，全长889公里，输送能力147亿方/年；到2020年，累计投资47亿元，建成页岩气输送管道11条，全长1169公里，输送能力194亿方/年。

亚化咨询认为，川渝地区页岩气行业的蓬勃发展，将快速推动当地集输管网的建设，给基建施工企业，材料和相关设备供应商等带来良好的商业机遇。

ASACHEM: New Mileage Added up on Shale Gas Output Pumping Pipeline

On Apr2nd 2015, the first shale gas out pumping pipeline in Chongqing Municipality, gas line from Fuling District to Wangchang, Shizhu was lined up through the entire length. The pipeline is originated from Baitao Industrial Park of Fuling District and terminated up to Wangchang Town of Shizhu County, then connected to Sichuan to East gas line, with 136.5km total length passing through Fuling District and Fengdu, Zhongxian, Shizhu Counties of Chongqing Municipality. Designed of 10MPa pressure and 1016mm diameter, this is the first large size HP shale gas pipeline built in China. By over CNY1.8bn capital investment, the project shall, after completion, ship 6bnm3 of gas on annual basis. Welding work on the project was started on Aug 15th 2014.

Currently, 4 wells on Jiao-Shale #40 pad, as chosen by Jianghan Oil Field Fuling Shale Gas Company, are tested on high output rate. As evidenced by the test, the ground surface pipeline and accessory equipment are of sufficient capacity to meet the high rate output and lay foundation for safe, stable and efficient shale gas shipment in later period.

As reported, SINOPEC Sichuan to East Pipeline Branch plans to transfer 3bnm3 of shale gas through Fuling-Wangchang line this year, and gradually increase the shipment in coming years.

As known to ASIACHEM, shale gas out shipping is an imp[ortant loop section in infrastructure system to be built for shale gas field development in the whole southeast Sichuan region, as well as that of Chinese natural gas network. By F-W line taking the task of shale gas pumping towards eastern provinces, imbalance of gas supply in Zhejiang, Jiangsu and Hubei can be relaxed. It also functions to improve regional energy structure, reduce pollutant emission, maximize shale gas development profitability and play demonstrating effect for commercial application of Chinese shale gas resources.

In addition, Fuling shale gas out pumping pipeline project will be followed by phase II construction, to lay pipelines from Jiaoshiba gas field to Nanchuan, Dingshan and Renhuai respectively before year 2017; for long term consideration taking SINOPEC Bijie, Guizhou SNG production in account, the phase II line shall be further extended to Hechi, Guangxi and connected to local LNG pipe net; thus realize mutual connection between Sichuan to East, shale gas out pumping, SNG and LNG pipelines and multiple gas supply sources, perfect the deployment of gas line in Sichuan-Chongqing region, increase gas

distribution flexibility and ensure gas supply security.

Chongqing Municipal Government published the city’s “Shale Gas Industry Development Program (2015-2020)” in Mar 2015, giving clarified plan for shale gas exploration/ exploitation and pipeline infrastrucure construction in next years. For exploration and exploitation, the municipality shall invest CNY60bn to build 15bnm3/a capacity and obtain 10bnm3/a output cumulatively by 2017, and these figures of investment, furnished capacity and actual output all shall be doubled by the year of 2020. For pipeline construction, the municipality shall invest CNY3.3bn to build 8 pipelines of 889km length in total with 14.7bnm3/a pumping capacity by the year of 2017. For year 2020, these respective figures shall become CNY4.7bn, 11 pipelines, 1169km total length and 19.4bnm3/a pumping capacity.
